City Twin is a platform developed by the Asociația Română pentru Smart City (Romanian Smart City Association). The data it displays comes from sources with their own conditions of use. This page sets out the main data sources used and the known conditions of attribution and re-use.
The main sources and their conditions
| What data | Source | Licence / conditions | What we comply with |
|---|---|---|---|
| Street network, cycle lanes, public transport stops, electric vehicle charging points, administrative boundaries, neighbourhood polygons, green spaces | © OpenStreetMap contributors | ODbL 1.0 | Attribution and the share-alike obligation: the layers derived from OpenStreetMap included in the city model are, in turn, available under the ODbL |
| Base map (the Analysis, Streets and Dark views, labelled Analiză, Străzi and Întunecat in the interface) | OpenFreeMap (OpenMapTiles schema, OSM data) | Free use, including commercial use | Attribution displayed on the map |
| Satellite imagery (the Satellite view) | Esri World Imagery | Esri terms | Attribution displayed; an ArcGIS Location Platform key is required in a commercial context |
| Terrain (elevation) | Terrain Tiles, an aggregated set from public elevation sources (including SRTM/NASA and national models), served through AWS Open Data | Mixed conditions, depending on the source of each tile; the provider requires attribution of all component sources | Attribution for the aggregated set; for any new use, the conditions of each component source are checked separately |
| Weather and air quality (CAMS model, ERA5 reanalysis) | Open-Meteo | CC-BY 4.0 data; the free API is intended for non-commercial use | Attribution; for commercial use a paid plan or self-hosting is used |
| Local particulate matter (PM) sensors | sensor.community | Open data (ODbL) | Attribution |
| Accessibility isochrones on the actual street network | openrouteservice by HeiGIT | CC-BY 4.0 results | Attribution “© openrouteservice.org by HeiGIT”, displayed in the application and in the report |
| Real-time traffic flows | Commercial traffic data provider | Commercial licence | Attribution displayed on the map, in accordance with the contract |
| Images from public traffic cameras | The camera operators (e.g. LINX / Primăria Brașov, Brașov City Hall) | Public feeds of the operator (LINX) | Feeds broadcast publicly by the operator, used with attribution and without storage; object counting runs exclusively in the visitor's browser |
| Mobility indicators, targets, problems, projects | Official strategic documents of the city (PUG (General Urban Plan), PMUD (Sustainable Urban Mobility Plan), SIDU (Integrated Urban Development Strategy), PAED (Sustainable Energy Action Plan), budgets, decisions) | Documents published by the administration; the re-use regime is determined document by document (Directive (EU) 2019/1024 and Law 179/2022 (on open data and the re-use of public sector information) apply to public sector information, but public access to a document does not amount to an unlimited licence for re-use) | The facts are extracted with citation, the source document is referenced in the model, and the rights and any conditions are kept for each document |
The institution's control over the data
For a client institution, the model built on its data is exported in open formats: the model as a JSON file with a public schema, the geographic layers in standard GeoJSON, reusable in any GIS system. The platform licence and the hosting service belong to ARSC; the data provided by the institution and the resulting model are governed by the contract and by the licences of the sources, and the institution retains control over the data it has provided and may export it, subject to the rights of third parties. Layers originating from licensed services are not transferred with the model.
Reporting a licensing problem
