This is an English translation provided for convenience. The Romanian version is the legally binding text.
For a contractual relationship with an institution, these terms are supplemented by a contract and a Data Processing Agreement (DPA). The institution is a client institution in the contractual relationship and a partner institution in commercial communication.
1. What City Twin is
City Twin is a digital platform for organising urban data, analysing information and simulating intervention scenarios. The platform includes an AI assistant intended to analyse urban information and support decision-making. By using the platform, the user accepts these terms.
The public demo (the Brașov map) is available without an account and without a contract, with the features for exploring the model. A partner institution's space, with AI analysis, saved scenarios, comparison and export, is made available on the basis of the contract and the DPA, to users authorised by the institution.
2. City Twin supports analysis, but does not take the decision in place of the user.
The results (assistant answers, simulations, isochrones, indicative demand estimates based on stated assumptions) are indicative and are intended to support a human decision. They do not replace specialist technical analysis, legal approvals or professional judgement. The results must be checked and used under human oversight. We give no warranty as to accuracy, completeness or fitness for a particular purpose.
The assistant is not intended for automated decision-making with legal effects on individuals. The user is explicitly informed that they are interacting with an AI system, in accordance with the transparency obligation in Regulation (EU) 2024/1689 (AI Act), and the platform displays the sources and the confidence level. Using the results for automated administrative decisions about individuals, without human intervention, is not permitted under these terms.
3. Content you upload
In the public demo, you may upload your own city model (a .json file). That model remains locally in your browser; we do not publish it and do not store it on our servers. Its content is sent to the AI reasoning service only when you ask a question.
In an institution's space, the situation is different and is described separately: documents and models uploaded by authorised users are stored on the server, in that institution's space, in accordance with the contract and the DPA. The institution remains the controller of that data.
4. Fair use
Do not use the platform to: break the law; attempt to extract, circumvent or overload the services; affect the security or availability of the service. The assistant answers questions about the city in the uploaded model and refuses questions outside this scope.
5. Intellectual property and licence
The code, the platform and the City Twin methodology are the property of ARSC. Use of the service grants you a limited, non-exclusive and non-transferable right to use the platform for the purpose for which it was made available to you, without acquiring any other rights in it. The data comes from open sources or from operators, with the relevant attribution (see the attributions in the platform). Trade marks and visual identity remain the property of their holders.
6. Third-party services
The platform uses third-party services (hosting, maps, traffic, weather, AI reasoning); see Providers and data transfers. Their availability and content are not entirely under our control; interruptions or changes may occur.
7. Limitation of liability
To the extent permitted by law, ARSC is not liable for indirect damage, loss of data, loss of profit or decisions taken on the basis of the platform's results. The service is provided “as is” and “as available”. For City Twin spaces contracted by institutions, liability is governed by the specific contract.
8. Data protection
The processing of data is described in the Privacy policy. For institutions, processing as a processor takes place on the basis of a DPA.
9. Governing law
These terms are governed by Romanian law. Disputes are settled by the competent courts at the registered office of ARSC. City Twin is a service intended exclusively for public institutions and organisations (B2G/B2B). Contact details for notices: [email protected].
